If you want to get elites without wasting money, this is what you do: cap the elites in PvE yourself. That unlocks them in PvP so that you can spend that faction on other normal skills that still matter.
Unless you're hardcore anti-PvE, do it my way. If PvE isn't something you care to touch, then make sure you study what builds you like the most and grab the elites for them first.
If Prophecies is all you have, I'd recommend getting Incendiary Arrows and Crippling Shot for PvP, as well as Punishing Shot as a more general PvP/PvE.

Actualy getting the elites from the priest of balthazar costs nothing, but a signet of capture is 1k, so Shayne's theory is a bit backwards. The elites from the priest will only be unlocked for PvP characters and Heros, so if you intend to use them in PvP, your better off capping them.

You can acquire Z-keys with Balthazar faction and sell them. One key costs 5,000 Balthazar faction points and goes for around 5,000 gold. Easiest to think of it as 1 Balthazar faction point equaling 1 gold. In that sense, you'll be spending about 3,000 gold worth of Balthazar points for each elite skill you unlock.
If you have a character with access to majority of the campaigns, capping a skill should take less time than earning 2,000 Balthazar points. I say go cap them.

Going off topic here, but since the questions awsnered ill continue.
5k balth is worth 5k cash, but 5k cash cant buy 5k balth (unless you buy golden flames, which arent common). Its still free to get balth faction and still costs to get a cap sig, all i was commenting on was that Shayne implied that Balth fac costed money.

Using balth faction for it has an oppurtunity cost. Getting a skill from the priest (elite) costs 3000 faction. Getting a z-key costs 5000 faction, and sells for 5000gold. Therefore, buying the elite with faction "costs" 3000g. If you feel you can earn 2000 faction faster then capping the elite then its worth it, if not no.
However, this is mute if ur pvp only, because money means nothing to someone pvp only.

You can buy a tome, which will allow your PvE character to learn any skill unlocked on your account. These will cost a bit though.

You buy tomes from other players; elite and non-elite. They can cost you up to nine times or so the cost of capping the elite with your toon.
When you cap an elite or learn a new skill in PvE, it's unlocked for PvP and any PvP char can use it in your account. But an unlocked skill from PvP can't be directly used by your PvE chars, and you'll have to pay for it with a tome or from a skill trainer.
Be aware, though, that Prophecies doesn't has elites untill you hit the Southern Shiverpeaks (20th mission in the storyline I think) and many of the elites we've suggested you are located after or near the 23th one, so if you really need the elite it can be faster to unlock in PvP and buy a tome.
Regarding your original question, no, it's not worth it. It'd be 3k gold from the faction (compared to a maximum of 1k from PvE Signets of capture), and you still have to learn it in PvE, so you'd need an elite tome worth 3-9k depending the profession.
Btw all of this can be found on wiki, under elite skills, Signet of capture, tomes, etc...

First mission in the desert has elite for all professions. Including the godly Word of Healing.
